A practical guide for community members, organisations and advocates


Why should you make a submission to the Royal Commission?

Submissions grounded in lived experience are important because the Commissioner’s recommendations will be based on the information and evidence placed before the Commission.

If our community does not put its experiences on the record, the account that informs the Commissioner’s recommendations will be based on other people’s versions of what happened to us, what was said about us, and what was done in the name of cohesion, safety and public order.

What should I include in my submission?

A personal submission should explain your lived experience.

It can explain your experience of what happened at work after a social media post, what was said at school or university, how a child was treated, how a mosque member was threatened, how a protester was handled, how a doctor, teacher, or employee was pressured into silence, or how anti-Palestinian racism was dressed up as public order and social cohesion.

Include:

  • facts about what happened
  • any evidence of what happened, e.g. emails, screenshots, videos, letters, etc
  • the impact the experience had on you and how it made you feel
  • any recommendations you think the Commission should make
  • which of the Terms of Reference your submission relates to

Do not include any information that may incriminate you.

What are the Terms of Reference?

The Terms of Reference set the scope for the Royal Commission and identify the matters the Commission can inquire into.

For your submission to be seriously considered and given weight, it should directly relate to the Terms of Reference. 

The summarised Terms of Reference include:

a.    tackling antisemitism by:

  • investigating the nature and prevalence of antisemitism, and examining its key drivers in Australia, including extremism and radicalisation
  • identifying opportunities to enhance governmental responses to antisemitism including approaches to de-radicalisation and strengthening social cohesion
  • making recommendations to counteract and prevent manifestations of antisemitism
Note: We could expand this point further by saying that paragraph (a) of the Terms of Reference could include points about the meaning of antisemitism, e.g., anti-Zionism is not antisemitism/criticism of Israel is not antisemitism

b.    making any recommendations to assist law enforcement, border control, immigration and security agencies to tackle antisemitism

c.     examining the circumstances surrounding the Bondi attack on 14 December 2025

d.    making any other recommendations regarding paragraphs (a) to (c) that would strengthen social cohesion in Australia and counter extremism in Australia

e.    any other matter that is reasonably relevant.

The online form will ask you questions about yourself, your submission and which Terms of Reference your submission is about.

Is my submission confidential?

When lodging your submission online, you can choose whether you want your submission to be:

  • published with your name,
  • published anonymously (i.e. without your name), or
  • not published at all. 

Regardless of which option you select, anything you submit will be read by staff at the Commission.

You can also make your submission anonymously and you can choose not to provide contact details. But if you do this, the Commission will not be able to contact you to verify information in your submission.

If I make a submission, will I be contacted by the Commission?

The Commission may contact some individuals and organisations to verify details in the submission.  You can choose whether or not you want to be contacted. When you lodge your submission, there is a question that asks whether you want to be contacted by the Royal Commission.

If I make a submission, will I have to give evidence at the Commission?

When you lodge your submission, there is a question that asks whether you are willing to make a statement and/or give evidence at a hearing.

You can choose whether you want to make a statement, give evidence, or do neither.
